The council comprises elected councillors who oversee the ‘executive’ arm, which carries out a wide range of services. Some are in-house, others are outsourced.

The council:

  • pays for residential care for elderly people (whose assets fall below a threshold).
  • provides support elderly people who prefer to live independently (e.g. advocacy, equipment mobility).
  • provides support for people with disabilities, learning difficulties and mental health issues.
  • supports carers.
  • provides social care for patients leaving hospital.
  • provides support for those transitioning from children’s services to young adults.
  • is involved with the Prevent part of the Government’s counter-terrorism strategy through the Prevent Board.

Some services are provided by Optalis, a local authority trading company jointly owned by Windsor & Maidenhead and Wokingham councils.

This directorate is responsible for a wide range or services including:

  • Safeguarding and child-protection.
  • Adoption.
  • Fostering.
  • Special Educational Needs (SEND).
  • Some support for apprenticeships (Way2Work scheme)
  • Administering the Household Support Fund for vulnerable households
  • Educational Psychology and Wellbeing Services
  • Administration of Schools and Education (admissions, school transport, educational support services).
  • Prevent is included within this remit too.

Much of this is carried out by the company Achieving for Children which is jointly owned by Royal Borough of Windsor & Maidenhead, the Royal Borough of Kingston and the London Borough of Richmond.

  • Finance, budgets, taxation, accounting, risk management, insurance, procurement etc.

  • Royal County of Berkshire Pension Fund

  • IT
  • Libraries
  • Democratic services (running elections, supporting Council meetings etc).
  • Registrars of births, deaths and marriages
